Dear Paul,

On the eve of the 25th anniversary of the Council for Secular Humanism and its World Congress to be held on October 27th-30th, 2005, SUNY, Buffalo, N.Y., I am again requesting that you submit to this World Congress The Ashley Montagu Resolution to End The Genital Mutilation of Children Worldwide: A Petition to The World Court, The Hague for endorsement by the World Congress.

This petition can be found at http://www.montagunocircpetition.org and is enclosed for your convenience. Also enclosed is the recent endorsement of Nobel Peace Laureate Mairead Corrigan Maguire and a copy of an essay by USA TODAY's board member Ralph Peters on "Global War on Women" that announces "The greatest social revolution in history is underway all around us: The emancipation of women".

You know the history of failure of modern institutional Humanism to endorse the Montagu Resolution by the IHEU; CODESH; AHA; AEU and it is timely to correct this egregious error, as I have brought to your attention in the past on many occasions without success.

It would be calamitous for this World Congress of Humanism with its theme "Toward A New Enlightenment" to refuse to endorse "The Montagu Resolution to End the Genital Mutilation of Children Worldwide: A Petition To The World Court, The Hague", which represents one of the great fronts of the Global War On Women.

Modern Humanism, tragically, has such a record of failure in defending women and children and the future of World Humanism hangs in the balance in confronting the religious-cultural forces that continue to foment a Global War on Women.

I trust that you will seize this opportunity to advance the Humanistic objectives of gender equality throughout the world, without which, Humanism has little merit.
