Dear Chairman Leahy,

This is a request that you hold Hearings on the violation of Constitutional Law and International Treaties that prohibit torture, namely the genital mutilation of children as torture.

This issue is explained in my letter of response to Mr. Andrew G. Oosterbaan, Chief, Child Exploitation and Obscenity Division, Criminal Division, Department of Justice with attachments that are self- explanatory.

The DOJ has rejected all claims to safeguard the health and safety of the children of this nation including personal appeals to President Obama.

I am requesting that you invite Dr. Judith Palfrey, President American Academy of Pediatrics, Marilyn Fayre Milos, R.N., Executive Director, NOCIRC and George C. Denniston, Doctors Against Circumcision to testify before the Judiciary Committee on the GENITAL MUTILATION OF CHILDEN AS TORTURE.

The Judiciary Committee is our last hope to protect all children. The failure to enforce the equal protection clause of the 14^th Amendment to male children given the federal protection given to female children under PL 104-208 that declared Female Genital Mutilation a Federal Crime, 1997) is onerous and unlawful. http://mgmbill.org/usfgmlaw.htm;
